What safety systems does your railways use?
In Poland we have radio stop which allows the drivers and signallers to execute emergency brakes on every train in the vicinity.
Also every train is equipped with active vigilance switch - you must press a button or pedal every minute. Same for stationary points along the track. If you fail to do so or hold the switch down, train will emergency brake.
