You're planning a trip, it's 800 km, there's a HSR connection between the two cities you're traveling and the train takes 3 hours. Plane would be just under an hour, but there airport is outside the city, you need to be there earlier, and getting off the airport takes time, car would be ~9 hours. In that case both train and plane make sense as an option.
Trip of the same distance but only slow trains between the cities, so the train takes 5 - 8 hours. Plane starts to look a lot better than the train, unless you're taking an overnight trip in a sleeper, in which case the train is a pretty good option once again, and favours the slower train since you get to sleep longer.
Again, trip of similar distance, one of the cities doesn't have an airport or a train station close by. Suddenly the car, which was dead last for both of the previous trips is the best option.
So it doesn't make sense to do rankings based on distance when the travel times don't stay consistent.
