Pic related, driverless buses. It becomes significantly cheaper when there is no longer any bus driver.
When you have traffic peak time, you can change in large buses.
When you have low traffic time, you can run around these smaller buses and save energy.
There should be advanced algithms in place that monitors the amount of passengers int he buses, So the larger buses can tell themselves to retire for the day and call in smaller buses to replace their route. And smaller buses can retire and call in larger buses to replace them if they are pack jammed.

Just subsidise the buses and lightrails so it cost near nothing to use them.
And the parking lot areas can be used for other businesses that actually stimulate the economic activities in the cities.
I suspect this is what China is doing.
