>>1898953That seems like a problem caused by the bike having a very upright cockpit setup and a short wheelbase/chainstays, causing the center of mass to be way back regardless of cargo. Also, you might've had to move the panniers even further back to prevent striking them with your heels.
Proper touring bikes designed to cary 30 kilos on the rear rack have longer chainstays to prevent that, although this makes them steer like a truck.

And yes, if your bike and wheels can handle it, having all your weight on the back wheel handles better than having it all on the front.
