Rebuilding the wheels is not economical. You need to find a set of used replacement wheels.
Are they 27" or 700c?
Because it has a friction drivetrain, and a steel frame, practically any road bike rim wheels will work in there.
You can bend the frame open to fit a wider hub, and you can adjust the shifting to accommodate practically any rear spread.
There are several other problems. The crank was badly installed when they re-did the bottom bracket, so the left arm walked off and now it has a cheap replacement. This could be merely garish or it could fall off again. The brake levers are awful missing hoods. Centerpull brakes are good but will be a nightmare to adjust for a newbie. Is it a french bike? You may be dealing with a plethora of bullshit standards. The rack is garbage. The steel seatpost sucks. It has a nice aftermarket stem, which probably cost more than the entire rest of the bike is worth.
Generally this kind of low end fucked project, with fucked wheels especially (wheels being the most important component of a bike), is not viable unless you have a good parts bin. And the easiest place to get good wheels is typically off another bike and so why not just use that one then. You should think about how much you like the paint and how well it should fit you. If you're meh on the paint/ decals/ colourscheme, abandon. A different project with useable wheels that you pay <$100 for, that's a bit newer, like, 90s, indexed downtube shfiters, would be easier.
