Say 10 kg of battery is feasible. Suppose youre a cheap guy and so you go with LiFePo. This will give you up to 1,6 kwh of stored energy. An average rider on a MTB adjusted for weight of battery and motors dumping 800 W will go ~46 km/h.
So you could go 2 hours straight and cover 90 km before running out.
Or double the power, at 1,6 kW youd be going 60 km in one hour before the battery is dead.
NO ONE. Is going to follow you on a MTB doing 60 km/h for one hour while maintaining some respect for bystanders security. Sure you can be chased by heli. But you should be somewhat smart about it. Depending on your environment you wouls have a very good chance.
Best chance pursuing you would probably be via quadcopter that autononously follows when loosing signal. But those batteries will be dead first unless they relay.
At some point you'll have to accept that a theoretical omnipotent adversary is always going to keep up with you no matter what.
