What made it worse, they'd clean the road aggressively but just shovel or plough it right onto the separated bike lane and call it done.
Aside from studded winter tires (Schwalbe marathon winter plus), the answer is...buy and use all of the gear.
I'd wear a ski jacket but didn't need much underneath because you work up some body heat quickly enough. Thermals under pants, sometimes overpants as well.
I'd wear an Icebreaker zip up hoodie under the jacket and have the hood on under my helmet with a turtlefur for my face. Or an ordinary to top and a balaclava with face cover.
Gloves were Louis Garneau road bike mittens, they're split mittens so you can use hoods or drops or cross levels like on my CX.
Boots were Lake Cycling MXZ303 Men's Winter Boot, those kept my toes toasty in almost any weather.
That's a lot of gear and when I got to my mate's house for D&D Saturday night, I'd take five minutes to discard half of it but that's how I did it and it worked great.
Also remember to leave your bike outside your door for ten minutes with some paper under it to catch the frozen road gunk melting off it. It leaves behind the nastiest black puddle you can imagine.
