I've used them with a folding bike with 20 inch tires (the actual minimum is 16"). The driver was like, "I don't know if that's a good idea..." but it works fine.

There was an investigation and they decided a few specific types of buses could only use one of the pair of racks. Dumb as fuck, but the government was involved so what can you.
But it also definitively settled the question. The "unsafe" racks were physically blocked off, and drivers can't bitch about any ones left or any buses that always had good sight lines.
