Modern systems need too much safety and systems which is causes more costs. Look how much light rail used to exist without all the safety shit. So a simple installation would be ideal and it can be improved upon overtime with seeing what works.
Other options are making one lane both ways into a better rapid bus system
Quick and dirty bike lane creation using concrete road construction barriers to protect the bike lane
Or would prefer like pic with shrinking the stroad and having trees around it but would be most costly with digging up road
So bike lane, bus, light rail and green area in least to most complex
