However a lot will be dependent on your local roads. 50ccs doesn't climb hills (especially loaded down) or have the extra speed to get out of dangerous stuff on big roads with cars. However, if scooters are common in your area and it solves a need, it's not the worst thing to have. If everything is working, all paperwork needed, no foreseeable issues, etc, I would say 1k would be the max price. Pay special attention to the body, plastics get brittle especially if it was stored outside. Get an idea of tire age too, moto tires need replacement more often. They aren't that expensive but you don't want to buy it for 1k and then spend another 200 in parts.
tl;dr If it solves an issue for you or gives you a capability you don't have 1k is the high side but maybe make a reasonable offer.
