They are making the PEBL because making an actual car and putting it through highway safety tests is only something a large automaker can do (Tesla being the exception force-fed by huge quantities of venture capital).
It's like how we consumers get told constantly to buy less plastic, but manufacturers keep wrapping everything in plastic clamshell packaging because their retailers say, "we need it in security packaging or we will refuse to carry it."
Other car markets outside North America are already making small electric cars that could fill this niche. Except North America has:

Canada, for example, has free-trade in automobiles with Europe. But the average Canadian literally doesn't know that's the case, because there are no Renaults or Citreons at dealerships anywhere. European companies literally need to make North America-specific cars in order to be sold legally in North America.
