Is it a ok to learn how to ride bicycles by practicing on the Walmart bikes on the racks?
How old is too old to learn how to ride a bicycle?
Should I just buy the one i like looking at and practice with it at home?
I don't know how to ride a bike and I want one I can take for quick store trips and these simple riverbed dirt trails outside that I dont trust my old truck to go through

If it's cheap enough, then I guess buy one and practice. Might also be worth checking into used bikes, though you never know if it has something fucked up but you don't notice it at first, then it breaks down.

Do you not have a friend with a bicycle you ask to help? Can you not make a friend with a bicycle by asking them to help?
If some stranger (not too crazy looking) stopped me on the street and asked if I could teach them to ride a bike, I'd just ask to hold their wallet and then let them give it a go. Sounds fun.

Don't buy anything nice yet if you don't have to because you'll probably crash it and chip the paint or something. Find/borrow whatever cheap piece of shit you can get your hands on then take the pedals off and put the seat low enough that your feet will easily touch the ground and practice rolling down hills until you can do it without having to put a foot down. Then put the pedals back on and do the same thing except with your feet turning. Congrats, you can now ride a bike.

Twist shifters are kinda shit and might discourage you from learning to shift gears properly. You mentioned "store trips" and there's no rack or basket on that model. If you are okay with hanging shopping bags off the handle bars, get some bungie cords so you can keep the plastic bags from swinging and banging your knees.
But other than that, picrel looks good as an intro bike you could get a good life out of and service yourself in the comfort of your home.
Buy a bottle of chain lubricant with it and just dump more on now-and-then. It will help the drivetrain last longer before you need to learn how to replace it.
