It's lugged but will be stamped steel lugs with a seam. Stamped steel dropouts.
Garbage stamped steel brake calipers.
Basically heavy as fuck with garbage brakes and who knows might ride nice but likely dull ride.
The condition looks absolutely fantastic but by no means is it a collectors item. It's a cheap piece of shit. But it's a quite charming cheap piece of shit, and in a sensible hybrid/mtb style vein. I like it but wouldn't pay much at all.
If you wanted to know -exactly- how old it is you'd need to do detective work. Serial numbers usually are meaningless on big box bikes like that. You could date it closer off the components but that isn't exact. Really, who cares, it's not a collectors item.
