This. Their most modern trolleys are from the 1980s, they now just ordered new ones for 2026 at the earliest. But with the 130 ordered vehicles they'll have to fully replace the current fleet of 112 subway-surface trolleys, and maybe run the rest on line 15. It seems unlikely that they'd have enough cars to restart routes 23 and 56 as trolley service, adding to that the expense of refurbishing the infrastructure on those lines.

Philly's problem is its residents and the people they continue to vote for, not the state. Additionally, it's the SOUTH EASTERN PENNSYLVANIA TRANSPORTATION AGENCY, not Philly specifically.

It doesn't deserve to expand as it doesn't efficiently fill demand.
Besides, the city is broke too so it's retarded to beg big daddy government for shinny new toys that aren't needed and doesn't have market demand.

They literally aren't, Harrisburg made it illegal for local municipalities to raise funds for SEPTA.
Conversely, on SEPTA's governing board of 15 members, 10 chairs are reserved for the 5 counties it serves, with each county getting to nominate 2, while the remaining 5 are nominated by politicians in Harrisburg, leaving Philly outnumbered 2 to 13 on the board despite a majority of SEPTA riders being from there.

I tried to do some digging and found that they were getting subsidized by the turnpike and that expired, with new funding from car registrations. Nowhere I did I find anything from "illegal for local municipalities to raise funds for SEPTA". I figure this is "illegal" in the same way "it is illegal to build townhomes in America" or "it is illegal for an American city to declare bankruptcy".
