When no one mayor or governor is responsible, no one is responsible. When the NYC Subway is a piece of shit, the mayor blames the governor and vice versa. At the end of the day, nothing gets fixed or funded.

Also, why should rural counties get some control on these boards?

back in the day these were all competing companies and decentralized systems. it was very kino, but annoying to use and after the war not usually profitable.

weird because all of europe is shared transit authorities or transit unions, and it works just fine
actually one of the suburbs of hamburg germany has express buses in peak direction every 5 minutes in rush hour
another suburb has bought multiple metro trainsets just to secure 5 minute frequency during rush hour straight into the heart of the city and back

Because in those cases, those rural counties pay into the system yet receive almost no service. If they lost their representatives, they would cry taxation without representation and lobby to pull out of the program. If they pulled out, everyone else would have to pay a higher tax just to keep the budget intact.
