For example, I sometimes cycle on the footpath, or, the wrong way down slow-speed one way streets. That is riding on safe pedestrianized routes and I ride them slowly. It's much less dangerous than riding on the road. Both are illegal.
When i run red lights it usually gets me out and away from car traffic.
Sometimes I avoid using a bike lane because it conflicts with busy foot traffic, or people getting on and off buses, and it's dangerous for people walking. That's not illegal but most drivers sure as hell think there's a rule against it.
In a car, overall safety relies on everyone following the rules but that's because the rules/infrastructure are intended to keep drivers safe and driving efficiently. And developed to that end.
That's not the case for bicyclists.
