Machines that can kill a human will have to be either separated by cages or dedicated buildings like they are in production or their velocity-mass product has to be reduced to such an extent that they cannot harm humans which makes them irrelevant for the purpose of transport.
The question of legal liability will prevent autonomous driving cars forever. It doesn't matter that they are already much better drivers than humans. There mere possibility of harming humans without anyone to put blame on is something our legal system cannot cope with. That's why it will remain permanently outlawed.
