Though, honestly, not surprising. Politicians fucking love to play games like saying, "this is money is red, so it can only be spent on red things!" Or "this money came from the state lottery, so it can only spent on education!"
But when it comes to government, those rules are all just imaginary shit made up. Once the government has money in hand, they can spend it on whatever they want. Anything they fucking want. Same as when money lands in your bank account, your bank doesn't give a shit if you spend it on gambling or you spend it on your rent.
There have even been cases where the federal government gave US states money to spend on "project XXXXX," and then the state decided they didn't like that project anymore and decided to spend it on other shit! Then the federal government says, "We're going to sue you to take back our money!" And the state says, "I'd like to see you try! Our senators are up for election this year and I'm sure that will go well for your party."

And if you got rid of the gas tax (e.g. because we forced everyone to drive electric cars), you think the roads are going to fall apart? No, they will pay for the roads some other way than gas taxes.
