The problem throughout the years was material science. Even today, we don't have a cord light and strong enough to hold a wind sail large enough to pull a heavy tanker without supplemental engines. Now, even if there's a material like graphene, we're still far away from graphene cord mass production.

Its been in continuous use since heavy duty crude engines has hit the market. 10-20% savings for some scraps of cheap cloth.
The only difference between then and now is that fuel price fluctuations has lead to less innovative companies looking into retrofitting kites, for that sweet sweet margin increase.

spoider silk is actually lighter than air, so in theory you could make the kite double as a kind of helium ballon, the problem is if they used too much spider silk the ship could actually lift off the ocean.

The workaround is fairly simple though, they could make octopus tentacle 'anchors' that would extend towards the ocean floor and grip the bottom if the ship hull raises above a certain height. These octopus legs could also be used for generating supplemental forward momentum by 'walking' along the bottom of the ocean while keeping the ship safely on the surface. If they get the ratio right the entire cargo would effectively be weightless and unsinkable, even in hurricans and tsunamis and pretty much free to operate, the octopus legs could be modified to eat any fish they come into contact with by converting some suckers into mouths.

Transfers add most of the time, since you have to wait a few minutes to get the next train and sometimes they are full enough you have to wait again.
I used to work in downtown DC by G and 14th.
I lived in Arlington between Ballston and Virginia Square station. Commute time was 25 ish minutes door to door.
Moved to Waterfront and commute was still about 25 ish minutes with transfers.
I visited Alexandria and that was a much more car centric area with less residential areas near the metro stations so I think that might skew it.

If we approved the long discussed space elevator project the resulting tech for that would be sufficient to implement a supplemental sail system on large cargo.

You can't cover the surface with sails because it's more profitable to use that surface space to load up more cargo.
Usually the "giant kites" used to "slash emissions" are just attached right at the front of the ship, where it doesn't compete with cargo space.
