i think it's not significant enough to make a noticable difference. traffic just gets rerouted slightly. if they only allowed traffic to the inner city to enter through the ijtunnel and coentunnel after paying toll, that would be more effective in actually reducing demand.

The 16 inch guns on the Iowa class can lob a 900 kg high explosive shell almost 40 km inland. Upon impact, the shell creates a hole in the ground 6 meters deep and 15 meters in diameter. Normally these ships would sail with over 1000 rounds. More than enough to lessen the congestion issues for Amsterdam.

Of course if the conventional high explosive shells don't do the trick, the Mark 23 shell with a 50 kiloton yield should do the trick with just one or two shots.

Important to note that 20 kilotons is not all that much. In order to properly glass the center of Amsterdam and allow for unimpeded travel, it would be critical to space them out one per square kilometer. However with all nine guns firing a mark 23 shell, it should be feasible to create a nice wide open "stroad" through the core of the city which could then have some gas stations and drive-thru restaurants built on each side. Not to mention parking lots.

You need roads anyway for handicapped, delivery trucks, emergency services, people moving, construction workers.
Impossible as well to block cars from locals.

I would close all parking garages in the center except for those with a handicap card. Then give locals the options to license the plumber for a day or whatever. Up to a max per year.
Street parking without permit or given day pass is not allowed.

Then make the P+R not so fucking retarded and easy to use and it should all be good.
Just hampering traffic without alternative is retarded. Especially on the road to the tunnel under the river. The alternative is a big fucking detour.

I can answer your question though, a good way to ease congestion would've been by linking the M52 with the line they will be extending to Uithoorn, it would've been the perfect signal that Amsterdam is serious about metros. The M52 feels unfinished, and almost useless if you don't live north of the IJ. Or they should consider turning at least some tram lines into rapid services like the 26 line, and interlink them at Centraal Station, preferably with an underground station. Basically trams should become German Stadtbahnen.

it doesn't work like that, the sneltram and metro systems are too different. this is why they were separated in the first place, the amstelveenlijn used to be part of the metro network as a shitty light metro. sure it should have been a heavy rail metro in the first place, but metros were incredibly unpopular for a period after the riots against the zuidoostlijn. running trams on the noord-zuidlijn would absolutely ruin it, and they won't spend funds on converting a tramline (that's already currently being extended) into a metro line, too controversial. tunneling trams stadtbahn style would be great, but i'd say dream a little bigger and invest in an east-west metro instead, possibly extending it to almere and haarlem. trams are simply not sufficient for a city that's as in demand and constantly growing as amsterdam.

M52 is never going to link to the Uithoorn lijn. They literally just dumped the M51 to Amstelveen in favour of a Sneltram because running a metro through the streets was just dumb.

The M52 will end up going beyond Station Zuid to Schipol, there's a good chance they'll rebuild the Bluewe Tram between Haarlem & Amsterdam and then replace the current snelbus network around Hoofddorp with metros.
