No, they're guard rails. The only place that calls them guide rails is New Jersey.
Specifically, the improperly-installed piece of equipment is a guard rail end terminal (proprietary), which technically is not the same as the guard rail itself (non-proprietary).
t. civil engineer who has worked on NJDOT projects (including two major guide-rail replacement projects) for six years

I didn't realize Pennsylvania was in New Jersey. Nor Connecticut, Massachussets, New York, New Hampshire and Maine, for that matter, all of whom have adopted the term "guide rail." There are probably other state DOTs who have done the same, but those are ones I've contracted for.
