In the video the factory has already bought automotive welding machines which are capable of being adapted to titanium. So the cost differences would be far less pronounced, especially since there are far fewer welds to do in the first place due to the frame design.
Also they're not "one off", the frames are all the same size. They have videos of tall and short people riding them and the frame is comically undersized for the tall riders. The only difference in the models are the seat and stack heights+shapes. Same exact frame on the "race" and commuter models.
