What is Russia’s problem? A few of these could solve the problem of transporting goods over the mud “roads” that dominate places like the congo

They probably lack the production capacity to crank them out in sufficient volume.
Russia can make some REALLY neat shit, but unless they get an order to make a bajillion of them, they don't have the manufacturing capacity or flexibility to just start shitting these out.

When you make a fantastic product you rarely want to risk letting other people see it lest they copy all your hard work and then try to keep it all to themselves. It’s shitty and I hate it but this is the case for any proprietary technology, especially if it’s military related. Why do you think america was so panicked when that planet crashed in the South China Sea, the us govt spent billions on its development and it wasn’t about to allow some other country crack it open to find out all the stuff that made it a good aircraft.

As unfortunate as it is, vehicles become corrupted by war, and no state wants to be the bigger man and put their technological superiority at risk for humanitarian purposes.

They have some stuff. One city slicker had a fancy German truck (MAN KAT1 8x8), which was unfortunately no match for african roads. It takes a week to get through 50 miles of deep mud.
They also have planes, but air supply is expensive
