On descents I am in the hooks, for my preferred braking position with ancient universal mod 125's.
Generally I have so much time I swap from hoods to hooks to brake.
For city/commuting I think it's a toss up.
Drops are superior for comfort, climbing, long distance, and aero/descents/headwinds.
Flats are superior for leverage, control over rough terrain, and technical skills like jumps, drops, tricks.
Also with modern brakes braking on the hoods is probably pretty damn good. My old canti's I worry about breaking the hood so that's why I go on the hooks.
