Anything below and you're losing control because of a pothole, anything above, and you're loosing control due to speed and potholes.
Some kick scooters that have suspension and slightly more sane caster angle (Oxelo something from decathlon), you can go 5-20 km/h, because angles are correct for the speed, and suspension will absorb some potholes.

Some use pneumatic tires, which are wider and more stable and will absorb shocks like a suspension would.
Others use solid tires, but they are still winder and softer than whatever kick scooters use, which again is more stable. And they usually have suspension.
Still, going above 25 km/h on 8 inch wheels is a suicide... I say this as somebody who did crash on e-scooter multiple times.
