Most of the stoplights growing up (horizontal style) were yellow instead of black. Over time the city replaced them with black with "shields" around them.

Probably because it’s cheaper, plain plastic looks like that. In first world countries however, the color is designated to either give contrast to the lights (black) or to draw attention to the stoplight as a whole (yellow)

Maybe because white reflects some thermals, as opposed to take it all in like blacks?
I'm personally a fan of yellow, and horizontal, just because they were aesthetically pleasing in GTAVC.
