as for amenities, more people means more shops as well
i live in the sprawl of a town and i have five supermarkets, five chemists, two tobacconists, six clothing shops, two opticians, three butchers, two book shops, two bakeries, eight restaurants and a weekly farmers market all within about 5 minutes of walking
infrastructure simply cant cope with maximum capacity, it would require so much redundancy that you are left with unreasonable amounts of expensive infrastructure that is sitting idle outside of rush hour
