In the US that company would have just paid 10k to a congressman from the district the train runs and they'd have gotten the contract for maintaining them.

It's just a different kind of corruption.

Not that easy. Software for rolling stock, certainly the parts involved in movement of the train, need to go through a structured process. As in design documentation needs to be written, reviewed and signed off. Software components must be tested and verified etc.
Everything must be under version control as well.

You are missing the point. We are not talking about some phone app or scada application here. This function seems to interfere with the trains traction system.

They are fucked either way. Either they have undocumented functions influencing the trains traction system, or the function is documented and it passed review, and possibly external verification.
It's likely the first, but the second would make for a very funny court case.
