Congestion pricing affects people of lower income disproportionately, even though they may depend on their cars because transit is too bad. Road space reductions affect all equally, and low income people aren't forced to use deficient transit for economic reasons, which would also free transit agencies from the obligation of actually getting their shit together.
And finally it's in truth just another excuse for big government to steal our money for bullshit reasons.
