Any bureaucrat imbezzling shitloads of money requires everybody else working with them to turn a blind eye. In practice, that's not a common occurrence. Most people realize theft is morally wrong and don't do it, and most of those that can't understand the risk/reward isn't worth it. If anything, your generalization says much more about your morals than the general population's. In terms of irresponsible spending, you lose far more money outsourcing everything to private "professionals" who truly are unaccountable to the taxpayer. A skilled bureacracy is necessary for a state like the US to function, but the small government craze of the past 30 years has gutted the good thing we had. It's why we can't do megaprojects anymore.
