At the moment the US should focus on HSR in the NEC, and trying to connect HSR to Chicago, and then California and Cascadia at the same time.
The long-term ~30-50 year plan should be to have both a northern and southern HSR corridor from east to west, leaving Chicago heading to Seattle, or leaving Washington DC heading south to New Orleans, then across to Los Angeles.
Only after all THAT is done can I see serious effort going into HSR in middle america.
