SEPTA treats any regular upgrade or maintenance as more than a "once in a generation" thing because it's been so poorly funded by Harrisburg for it's entire history.
Literally squeezing average expenditure per rider down to ~$7 per rider, compared with MTA's ~$12.
Does not help that it's illegal in PA for municipalities to raise a local tax for transit for whatever reason
