I haven't been to Győr for years and I don't use Volánbusz, so I'm probably not the best source, but according to an article I found (and this site:
http://www.gyoribuszok.hu/) there is a few of them in use; a single 280 on Győr local lines, and various types in interurban traffic.
Regarding the ticket, I'm not sure, since recently the mongrels in government merged Volán under MÁV, so in theory you can now buy bus tickets through the MÁV app. The problem is that it's utter garbage, so I recommend the good old paper ticket. Again, I don't use Volán so I don't know when you are able to buy the ticket from the ticket office and when do you have to buy from the driver, but either case, it's not the middle of nowhere, there are people speaking english and german there. In the worst-case scenario you translate with your phone.
