Riding a bike in wet, icy or low-visibility weather is stupid and dangerous. Unless your flag looks like Aquafresh and your entire flatass country is organized around cycling, anyone commuting in those conditions is a loser (poor) and anyone touring or training in those conditions is at the very least crazy. Doesn't even matter if cars are around you can still hit a steel plate in the road your bike goes vertical and you crush your elbow or twist your leg. Brake performance declines severely.
If you were retarded enough to ride in the rain you also might be retarded enough to skip wearing a helmet so maybe you cracked your skull for good measure.

Even if you have access to a shower, spending an hour each way when you could drive 15-20 minutes is impractical. When I had an 8.5 mile commute and the office was next door to my gym, I would do it on average maybe once per week for the fun of it. When I had a 2 mile commute, I'd ride on most good-weather days and would walk or ride the bus on bad weather days. Every once in awhile I'd treat myself and pay for uber or parking. So yes distance matters a lot. I have co-workers who live 50 miles away and ride commuter rail. It would take them 8-9 hours a day of riding to cycle commute.
