The answer is you limit routes that run from white residential to black residential.
You reward black workers by making it easy and cheap/free to get to work and increase the number of routes to the CBD.
You also DO NOT run late night trains, buses, etc from the white bar districts to the ghetto. If the last call is 3am last bus to the ghetto is midnight.

South side is dangerous, 90% black (was even 50%+ black after ww2) and generally there are little to no jobs as those blacks worked in industry that has now moved overseas.
That's why lots of formerly nice industrial cities have huge black crime problems like Chicago, Gary, Pittsburgh, Cleveland. It's because the whites found other jobs and the blacks who moved up from the south in the 'great migration' to find good non-union factory jobs don't work those anymore because they don't exist.
