There happened to be only one vehicle at the time.
The city painted sharrow markings at each viaduct. Some are 4 lane roads, some are 2 lane. They're all shitty to ride.
To the list you wrote:
- don't have to slow down--clear line of sight and 99% of people are in vehicles
- you would not have "more speed" on the road, because there are lights on either side of the viaduct--it's common for the entire lane to fill up w/ vehicles, before the light changes--riding on the sidewalk is illegal and unenforced, filtering is illegal and definitely enforced
- not an issue because there are crosswalks on either side
- not an issue because most adults can ride in a straight line
