The French locomotive is a SNCF/Société nationale des chemins de fer français Class 2D2-9100. It was introduced in the 1950s and with increasing electrification, were anticipated to be built in large numbers for passenger service but only 35 were ever completed. They were slowly phased out, with the dwindling supply being repurposed for freight service.
The German one is a Class E 10. Like the Class 140

Some of the later locomotives designated Class 115 were still in use up until the early 2000s (and may still be in service, too lazy to check), mostly hauling DB InterCity trains between cities.
