The answer is all three of these. We need some large catchment areas in east of WA, north of SA, and south of NT, nukes is fine. Canals to funnel sea water in and fill these and provide additional transport. This will change the ecology and rainfall of the surrounding area and make more of the country fertile and liveable. The biggest issue will likely be a dead sea scenario
