In China I've seen various versions of these and they're pretty convenient. You can usually take them on metros and they'll get you around large cities pretty well. Charging at work is usually NBD, often you can charge them at little restaurants and places too.
OTOH...
Chinese apartment complexes usually have a bicycle shed/room/garage and it often has charging facilities for scooters etc.
Now a number of complexes were in the news for banning them from common areas including bicycle garages etc because one spontaneously ignited and the resulting fire spread to an apartment building and killed a bunch of people.
