eastern pa and upstate ny where there's old old pre-USA money. you'll have mountain towns in colorado because it's where annoying californians go to retire, but it supports arts scenes and keeps the towns alive without needing skiers. small college towns that are in commuting distance to major cities are good bets too.

All over. If you get away from the freeway exit on nearly any small town they still have a downtown with the layout in your pic. Some have more money running through them than others, so there may be more or fewer businesses open and catering to your interests.
