For despotic 3rd world shitholes, yes. Yes that's exactly how you do it. All of the good engineers have fled or been executed. Parts are unavailable due to sanctions. They didn't buy any Russian/chinkshit counterparts (despite so-called alliances), because they know brand new aircraft even worse than unmaintained. 50 year old Western aircraft.

I wouldn't say that.
But they are at a point where 20 bell helicopters become 19, and then 18, and so and so on. And eventaully the neighbor despot has enough breakdowns that they gift you a few truck trailers worth of parts, and you keep on going.
But since its a despotship, you don't say no to risks because head of state is breathing down your neck, and you don't say the Bell helicopter is unavailable.
