The purchase of said bus will run about 250k, maybe 300k. So starting from 10 passengers and up, you get 30k "investment" per person moved, comparable to a car.
Space occupied on the road is an easy win for the bus from 4 passengers and up.
Fair recovery rates for the European cities are low but that is not relevant. Those transport agencies have a task to fulfill, namely providing transport. If it would be cheaper to use teslas, or any car for that matter, as in the vegas loop, they no doubt would.
