There are 3 options that are consistent:
Regulate ALL vehicles the same. This means bicycles, skateboards, kick scooters, EUCs, e-bikes, motorcycles, shopping carts, murdercages, forklifts, wheelchairs etc. will require a licensed operator, insurance, registration and tax to be operated on public roads or public spaces.
Deregulate ALL vehicles. This means anyone can now drive anything anywhere, modify it as they see fit, cause any amount of pollution etc. as long as none of this touches on anyother law, say criminal law.
Identify the difference between vehicles that make some require to be regulated and others less so (it's the motor) and regulate ALL motorvehicles as such. This includes the e-bike, EUC, electric scooter and electric skateboard as they are motorvehicles per definition and by virtue of being equiped with a motor.
It is not conducive how a motorvehicle was not to be treated as such because it can - in theory - be operated entirely without a motor or partly using energy the operator provides.
This would mean one could just flintstone a murdercage or hook a chaindrive with crazy reduction up to the window crank and have it excempt from all regulation.
The e-bike is merely an attempt of the eternal cager to trick the general public and lawmakers into believing that motorvehicles were not subject to laws regarding motorvehicles if they only added the redundant and merely theoretical alternative drive system outlined above.
In doing so the eternal cager attempts to break out of the murdercage containment zone and murder people that were off limits earlier.
Registration, tax, license, plate and cagie containment zone for all motorvehicles ! Be consistent. No one likes murcky water. It's a slippery slope and not by accident.
