Get a nice modern raincoat dude. Something with goretex or equivalent.
The goretex membrane is in the middle and acts as a one way valve to whick sweat, and they are coated with ptfe so that water beads up on the outside and just rolls off.
They're pretty amazing, though, expensive, do eventually wet out, and need re-coating occasionally.
You want something that's not insulated, just a shell jacket, and that fits a mid layer under it, whether that's a down jacket, or a fleece, without compressing it too badly, but isn't insanely loose. So you layer if you want super warm.
Also you want a jacket, for cycling especially, where you can lift your arms above your head comfortably, which is not a lot of them. Usually it's when they consider climbing.
Raab and outdoor research jackets are really nice if you want $$.
Or buy a cycling specific one but the cheap ones are eh and the pricey ones are like why not buy a real jacket the aero penalty isn't that bad.
Merino is right, those synthetic polyester thermals are just as warm though, merino has the advantage of feeling nicer, still insulating when it's wet, and smelling better when it's dirty. But merino takes much longer to dry, and gets moth holes pretty easily and it's much more expensive.
