nta and I don't know what the official laws are on the subject but traditionally in NYC the entity that manages the commuter trains (used by white people) has encouraged drinking because they can make money off alcohol sales at the station, whereas on the subways (used by not white people) alcohol consumption is grounds for arrest and beating.
