not in the skull, maybe the salt or something reacts with stuff in the brain so that seawater can seep in through the skin and bone but then can't get back out, so cool

The skull is literally riddled with holes (foramen magnum, orbital fissures, etc) and it wouldn’t swell anyway since it’s fucking bone. There’s a process where the salt in the water pulls fluid from the soft tissue and then osmotic pressure forces salt water back in leading to massive swelling. No idea why it would happen more in the head than anywhere else though.
