A locked budget to roads from vehicle registration and fuel taxes is the only answer. I know tolling is more accurate, and could done with modern equipment efficiently, and in the only way to force in people's heads that every foot you travel is costing money, and finally THEIR money, but the corporations who love that every road is built for 40 tons so they aren't confined to rail, will never let it happen, even if the public faced reality for even a minute to see the scam...and most of the road has to carry 40 tons to the truck that build the house that has no right to be built in the middle of nowhere, once. So it's all the same thing.
