a cheap charming shitter? yes. Like the one i posted, with steel rims. I restored those wheels, repacked the bearings (not pitted), oiled the spokes, trued the rims, replaced the rim tape, polished them with kerosene, then hot water+ dish soap and then ispropyl and microfibre

Sure it's true that aside from weight and abysmal braking, steel rims technically -can be- good, but they're also a signal that every single other part of the bike is cheap and they're mostly 50+ years old at this point and ones that are not totally fucked are very rare.
The major advantage of archaic road bikes is that 27" is actually a larger size than 700c/28"/29" (all the same size). That means if you put modern road wheels on a vintage bike you get more tire clearance. Every vintage bike pretty much fits gravel tires.
If you stick to 27" you can have chinese CST or Kenda or worse in 1 1/4" (32mm) or sometimes 1 3/8" (35mm) (both usually run ~2mm under) or shit meme tires like gatorskins or panaracer and that's basically it.
