Make the "costs" weight more, more people will find alternative means of transportation. Wait a few years, the need for protective cage will go down, as you aren't that scared of being crushed by non-existent giant SUVs. Wait a decade, the social pressure to own a car will diminish. Wait two decades, the infrastructure will change to accommodate non-car-centric traffic.
Zero destruction, lots of transient frustration.
