You move above the streets, on the roofs. The streets would be free of pedestrians for the most part, imagine how many thousands of senseless deaths would be avoided yearly with people ran over by cars, bikes, buses, trains, etc.

No I meant modern cities with all modern amenities but built like Catalhoyuk, so people would walk above street level safely away from vehicles

For a brief period that was thought to be the future of city planning, though it was less a case of raising pedestrian walkways to the roof and more just burying highways. There are, however plenty of examples of both those kinds of deliberate segregation of modes, like Montreal's Ville Marie expressway and underground city, Boston burying the I-93 artery that bisects the city, London's pedway and Calgary's Skywalk - my favorite (albeit unrealized) version of this is the concept fot EPCOT

Can't really see many situations where this would be practical. Maybe if the city were extremely dense and built on a mountain, like that one chinese city.

Nah, no reason to give the streets over entirely to cars. Just make cities the old-fashioned way and add trams/subways/buses/bike lanes.

Are there any (i don't know what you would call them) Urbanist architecture experts that have found other issues?
Concerning the budget, if a brand new city were to be built on undeveloped land, would it be economical to the build 1-2 levels of underground traffic all at once. The increased profits in surface real estate seems big

It wouldn't be economical to build a city out of nothing anyway. I think the only reasonable approach is to mandate that any building over x height in city center areas has to make provisions for connection to a pedestrian and tram terrace.
